Windows 10 update is blocking normal Windows updates

Late July/early August, I accepted the offer to upgrade from Windows 8.1 to Windows 10 and downloaded the files, but then I changed my mind. However, there seems to be no way to opt out of the Windows 10 update. When I go to the Windows Update screen, there is a message saying 'Your upgrade to Windows 10 is ready' and a button you can click on that says 'Restart now'. When I click on 'check for updates', it tells me I need to restart my PC to finish installing previous updates. When I set it to automatically install updates, the updates immediately show up in the update history as having failed. My update history shows that the last time I successfully downloaded Windows updates was in July. The Windows 10 update seems to be blocking them.

After consulting some articles on how to solve this issue, I've taken the following steps:
I deleted the $Windows.~BT folder which contained the Windows 10 installation files.
I deleted (some of) the Windows updates that had to do with upgrading to Windows 10: KB3035583, KB3044374 and KB2976978 (KB2976978 still shows up as an installed update, but now it's impossible to right-click to uninstall it).

None of these solved the issue however. I'd be incredibly grateful if someone could help me out.

I too had been using windows 10 pro as an insider and yesterday decided to restore my computer back to factory settings.
after downloading all the updates I then went into the store and upgraded to 8.1 pro. after getting all the updates installed it too wanted to download 2.847.8 mb of windows ten which I did but declined the offer to install. It then cleaned up all the files and as with your problem it just keeps coming back.
I will post the problem on the 10 forum and also in the insider and see what I can get.

Unfortunately, that didn't solve anything. Thanks for the suggestion though. I'll read the rest of the thread and try the other solutions.
