2 Windows Updates Not Installing (Repeating), No errors

Greetings,

I have been trying to solve this issue on my own for months now, and i have gotten to the point that i believe the only thing i can do to correct this issue is to wipe my system clean and reinstall Windows 8.1(64bit). I hope someone here can help.

The 2 updates i am having issues with are the following:

KB2990967 and KB3035583

The updates are related to Windows 8 functions used with OneDrive and the Windows 10 Upgrade. Standalone OneDrive is not installed on this system, although Office 2013 Pro Plus is (with OneDrive for Business), when office is removed, the update still wishes to install. I want these updates installed showing as installed updates, Hiding the update is not an option.

Both updates while using Windows Updates show that they install successfully, but they do not actually install. Windows Update then shows the updates again and allows me to attempt to install them again. The updates never show up in Add/Remove as Installed Updates.

Attempting to install KB2990967 manually says that it installs without issue and with no errors in Windows Setup Logs, but again, doesn't add the update to Add/Remove and any attempt to reinstall it manually allows the install to attempt instead of returning the normal error for already installed updates.

I'm left to think the issue is related to corruption in my system registry, either an incorrect GUID or a permissions issue.

The Following Utilities have been used:

Code:
DISM.exe /Online /Cleanup-image /Restorehealth[/I][I]

and

Code:
[/I][I]sfc /scannow

SFC currently doesn't find any integrity violations, although it had in the past and repaired them.

DISM always reports "The restore operation completed successfully. The component store corruption was repaired. The operation completed successfully."

Attached to this post should be the CBS Folder and log as well as the DISM log.

Other Windows Updates install without issue, only these 2 are currently causing this problem.

Thank you in advance.

Do you have this update as you need it to update those https://support.microsoft.com/en-us/kb/2919355

Try disabling your Anti-Virus sometimes interferes with installing updates. As these are both optional updates, one KB3035583 will give you an icon in notification area to reserve an upgrade to Windows 10. These are only updates lately your having trouble with ?

Not showing at all here ?

These 2 updates are not showing in Installed Updates as stated in the original post.

The OneDrive update (KB2990967) has been like this for me since it was released as well as the Windows 10 Upgrade (KB3035583).

I have attempted to install all the updates listed at https://support.microsoft.com/en-us/kb/2919355 in the past, every one of the update files report already installed, although i have not attempted to uninstall them and reinstall them.

The only AV running on this system is Windows Defender, disabling Real-Time Protection has no effect on allowing these 2 updates to install correctly.

Not showing in installed updates you end saying i have not tried to uninstall and reinstall them, how can you do this if not even there, am i missing something ? Are you talking about other updates like one you linked ?

Also try system file checker, from Admin command prompt copy this, press enter
sfc /scannow

Then this and reboot try again

Dism /Online /Cleanup-Image /RestoreHealth

Can try to look here and even try the fix-it utility there.

I was replying an answer to your question if i had the installed updates listed at the link you posted. i can uninstall those updates because they are installed.

Please re-read the post in its entirety, as i stated in the post i have already ran these tools "SFC and DISM" and posted these tools logs as an attachment to this thread.

I have ran the Fix-It Utility from Microsoft you linked at https://support.microsoft.com/en-us/gp/windows-update-issues/en-us already, it did not correct the problem.

Sorry, bit tired i missed that you ran SFC and DISM. If they fixed files it had nothing to do with this issue, others can look at log have more experience with reading them, but do not think going tell them about this issue since fixing files did not help other issues.

Not sure what else to tell you yet, since it is only those 2 updates and not all updates. Most had no issues with KB3035583. Both as said are optional not important or critical updates, but if using OneDrive other for reserving copy of Windows 10 upgrade..

The manual install for KB3035583 keeps reporting that it is not applicable to my computer, which is odd, because it should be.

the Properties.txt file that is in the package contains this:

Code:
ApplicabilityInfo="Windows 7.0 Client SP1;"
Applies to="Windows 6.1"
Build Date="2015/05/07"
Company="Microsoft Corporation"
File Version="1"
Installation Type="FULL"
Installer Engine="Component Based Servicing - WUSA.exe"
Installer Version="6.0.0.0"
KB Article Number="3035583"
Language="ALL"
Package Type="Update"
Processor Architecture="amd64"
Product Name="Windows 6.1"
Support Link="http://support.microsoft.com?kbid=3035583"

Shouldn't ApplicabilityInfo="Windows 7.0 Client SP1;" be Windows 6.1?

The XML File that is part of the package shows this:

Code:
<?xml version="1.0" encoding="utf-8"?>
<unattend xmlns="urn:schemas-microsoft-com:unattend">
    <servicing>
        <package action="install">
            <assemblyIdentity  name="Package_for_KB3035583" version="6.1.1.20" language="neutral" processorArchitecture="amd64" publicKeyToken="31bf3856ad364e35"/>
            <source location="%configsetroot%\Windows6.1-KB3035583-x64.CAB" />
        </package>
     </servicing>
</unattend>

The 2nd file you posted is the same manual install that i have already attempted to run from the original post, it installs without errors, but keeps showing up in Windows Update.

Not sure, no applicable can do maybe with copy of Windows 8.1, as for someone else here with more knowledge with Microsoft might better help you on KB3035583. You receive no errors to go by any other reasons for this to happen, except now getting this from KB3035583.

Although as said could be some conflict of some kind with something on the system.

funny how it is listed for both here, but one given to you only will work for windows 7 sp1, as there is nowhere else to be find it to download and install manually. As update is listed for both OS's no other KB number for Windows 7. Not sure to be definite, but seems so. I can try asking a member here that might know, he is not on now.

Another member here suggested for you to try this Windows Update - Reset - Windows 7 Help Forums

This process ran without issue, but the problem persists.

I found this.. Can't find Windows 10 reserve update KB3035583 How can I reserve it? - Windows Central Forums

and they have a post from a Microsoft Tech showing that the following updates are needed for this update to work:

For Windows 8.1 Update:

KB2976978

when running

dism /online /get-packages | findstr 2976978

It shows i'm missing this update but my windows update doesn't list it. I was able to download it manually and it installed, but it's doing the same thing as the other 2 updates, it installs successfully but doesn't show up in installed updates. and the command dism /online /get-packages | findstr 2976978 doesn't report it as installed.

This is very frustrating, i wish i knew of a way to debug this installer and look at every step of it to understand whats not working. There has to be a permissions issue or something corrupt in my registry causing this behavior.

Link you found i usually see to use registry is when icon does not show in notification area, i know maybe telling you more there.
What is strange as most problems with installing an update usually have an error. Check the Event Viewer logs, under Custom Views, administrative events ?

Not familiar with editing registry for these kinds of issues. Most research based on errors from installing updates, not when succeeds and not there at all. Fix-it utlitiy and reset are most common ways to fix problems, but only being 2 updates won't work.

Try this

Windows Key+W (or by swiping in from the right edge of screen and tapping Search icon). Type troubleshoot and click or tap Troubleshooting.
Then click Fix problems with Windows Update in the System and Security section.

Might be compatibility problem, either copy of your windows or something on system, if not from anything mentioned in last link from MS. Hate to see you do a reset or refresh and come across same problem again. Any restore points before this issue ?
