How to Reinstall an Uninstalled Windows Update

I was not getting the "Get Windows 10" notification on my Windows 8.1 system. I checked for and found I had received the KB3035583 update in April that should have enabled this.

I thought maybe if I uninstalled and reinstalled the update, it might work, so I uninstalled it. But now when I run Windows Update, it does not sense that this update is missing - it's not listed as an available update, as I'd assumed it would.

How can I get this update reinstalled?

Go directly to the Windows Download Center, you should be able to get it there or reserve your Windows 10 Upgrade

Thanks for the response, but that won't do it. I've spent a lot of time at the Microsoft Download Center, and it doesn't appear that KB3035583 is available there.

The Windows 10 overview at Microsoft.com does have a button to reserve the free upgrade, but when I click it, it just takes me to a page entitled "Why don't I have the Get Windows 10 app?"
