By just following your sig, When I performed the perfmon /report command, I get this:



What should I do to get it right?

Try typing in by hand, also it sometimes takes a couple of tries before it catches. Could be something to do with how 8.1 monitors the system and they have to be stopped or something and therefore it gets a timeout(just guessing here).

Typed it in several times. 8.1 gives no mercy to me.

Yeah, I get to see some kind of time out with duration written in a screen that pops up on executing the command, but the screen closes in a flash.

Oh well you can always follow this tutorial and do it the long way. It's odd though, a few people have already said to me the command didn't work for them either, but it always works for me. Why? I don't know, and surprisingly I'm using a UXStyle theme patcher and on Windows 7 I had to turn it off to generate a health report.

I have not enabled or installed any third party customizations like UXStyle. Any idea what should I do further to get it corrected?

After starting system performance drop down to Reports system performance and open your pc name and the current date and you'll see this(of course in white mine is themed)

Both data collector sets & reports menu are not available in the left pane. You could check it in my screenshot above. May be I'm doing something wrong here?

click view at the top then customize and see if you have it set like mine

otherwise I do not know why your performance monitor snap-in doesn't have the other two choices.

This article is originally related to Windows Server 2003 and Windows 2000, but I tried the part which is listed under Rebuilding all Performance Counters worked for me. Just open a Command Prompt running under administrator rights and do the following:

C:> cd windows\system32
C:\Windows\System32> lodctr /R
​

After that all Performance Counters were available again!

These updates are not just for upgrading they are also Windows Update improvements:

those changes are important.Additionally, with the Windows 7 and Windows 8.1 servicing releases also comes code for Windows Server 2008 R2 and Windows Server 2012 R2. Joseph assures us that Windows 10 is not coming to Windows Server just because these updates are applicable, again suggesting that Microsoft will be using the new plumbing for additional deliveries. It's possible that in the future this Windows Update version will become mandatory and a requirement for receiving new updates.

One more question are you logged in as an administrator?

This did the trick

I have Admin Local & standard MS user accounts. Don't used to login into Admin account at all these days, totally forgot about it .

But from my standard account, I didn't get an UAC notification as mentioned in the tutorial even though it is set to always notify:

Good security.. one needs to give a password for every little change, but that's the same as sudo in Linux and worth it.
