Try this:

  1. Make sure that the Desktop is showing, and then right click in an empty area of the Desktop, and untick View -> Show Desktop icons in the context menu. The desktop icons will disappear.
  2. Now right click again on the Desktop, and choose the "Personalize" item from the context menu. If you already have a theme with a single wallpaper applied, select some theme with more than one wallpaper. For example, the "Lines and colors" theme and then switch back to the default theme (called the "Windows" theme).
  3. Close the Personalization window, and the Desktop will turn black without showing any wallpaper!

If system restore doesn't work, and you have made a system image and recovery drive(which is one of the first things anyone should do after OS installation and set up) you could boot to the recovery drive and either reimage/reinstall/refresh.

Pressing F9 on boot up accessed the factory restore on my ASUS laptop. Your upgrade to 8.1 may have broken that function though. Upgrading to 8.1 also erases all restore points. Pressing F8 on startup may get you some recovery options. You'll see safe mode and there should be an option to boot with basic graphics. If it's a video driver issue that may let you get in to fix it.

As a last resort you could do a clean install, http://www.eightforums.com/tutorials/18309-windows-8-windows-8-1-iso-download-create.html
