windows update cannot find AAA_SystemSettings_Update_Actio

Hello gurus

I'am running Win 8.1 pro and after using forensit profwiz to migrate a domain account to a local account i cannot launch anymore windows update shortcut.
i get the following message :
2014-08-30 09_12_57-C__Users_mtr.DOMAINENSI_AppData_Local_Packages_windows.immersivecontrolpanel.jpg

i checked the path manually and the file exists and the current user & system account can access it.

c:\Users\Username\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-GB\AAA_SystemSettings_Update_Actions.settingcontent-ms


i tested various troubleshooters in windows control panel but it did not manage to fix it.

Do you have any advice to repair this shortcut?

Alas i already tested this *modern* shortuct ;-)
But all i get is the control panel ->pc settings screen displayed on the task bar minimized , and when i clic on it, it opens and automaticaly minimize.

pc settings were also broken.
the link you provided containing the command bellow , unlocked something and now pc settings is working.

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml

but now when i search on the windows tiles for update; it does not find anymore windows updates.
i can acces it throught the pc settings or with the shortcut in folder %ProgramData%\Microsoft\Windows\Start Menu\Programs
