Windows defender update KB2267602 fails

So I've had my HP toshiba pavilion 15 for just over a month and I have constant problems with updates, but most of them work eventually if I keep spamming the "try again" button. However the definition update for windows defender KB2267602 just won't work no matter what I do, not only that but going on windows defender itself shows that it isn't active and no tabs including the update tab are able to be clicked and the service doesn't appear to be functioning. Trying to press the start button tells me that the resource isn't in the state to activate. I use avast and windows firewall but I don't feel comfortable leaving parts of my computer out of date and this is really starting to get on my nerves.

Hi, Thanks for taking the time to help me.

So I reset the updater and it still failed so I tried the manual update and after the initial download from chrome it just vanished and I don't think it updated or anything.

I'm really clueless here and I appreciate your help

So you don't see the update any longer? That's kind of strange do you see it in the WIndows Update History?

What I mean is the manual update I downloaded from the link vanished and didn't do anything. The update itself in windows update is still available and still won't download and install and the history is just full of failed attempts

I only have three other ideas here

1) permissions are not allowing it for that particular update ( what is that update for specifically, what does it target? )
2) virus of some kind is preventing it from downloading
3) At this point you may also wish to doa sfc /scannow and see what is going on.

I can't think of anything else which would prevent you from downloading updates.

The update is for virus definitions in windows defender

I'll do a scan on avast to check for viruses but it's been happening for a couple of weeks but only with this one update

You'll have to tell me how to do that exactly

So Avast didn't find anything infected but the sfc in command prompt from system boot wouldn't work for some reason but just opening a command prompt with administrator access does a scan and says that it can't fix some files

Just to let you know what sfc turned up on a normal admin command prompt:
Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios.

To get this scan to run I only did sfc/scannow and not using the bootdir=C:\ like the other page said because it just refined what the commands did instead of doing it
