Windows 8.1 start button not responding to clicks

Hello,

Does anyone else occasionally have the windows start button not work? Sometimes ill try and click on it and it does not do anything, it doesn't highlight or respond to right and left clicks. I have to use the windows key on the keyboard and when this happens i also cant close applications by dragging from the top to bottom. No bar appears at the top with the minimize/maximize buttons and exit button, i have to go to desktop and right click the app on the taskbar and exit that way. Anyone got any ideas what would cause this?

In the elevated command prompt run sfc /scannow

Run this command Dism /Online /Cleanup-Image /RestoreHealth then run the sfc /scannow command again then reboot.

This solution is fine. The problem also goes away if you open the Task Manager and restart Windows Explorer. But what causes the problem in the first place and how can this be prevented? It seems to occur on some computers and not others.
