Windows 8.1 Update "Not Needed" Problem

I am running Windows 8.1 Pro 64 Bit

Anyone know why this keeps happening? I've tried rebooting my PC a few times and it still wont budge.

It does not really install them.

    I have tried

    SFC /scannow

    No errors

    -----

    Tried deleting everything in C:\Windows\SoftwareDistribution\Download
Then rebooted and tried updates again.

    Same issue
