Windows Update not running, settings are locked

I looked at my friend's computer at his small business and noticed that Windows Update had not run for months. When I went in to change the settings, it would not let me change them, and said "Some settings are managed by your System Administrator". There is no System Administrator at this 3 man business. And the user account I was in was an administrator.

I checked in User Accounts and found there is an admin user account called Help Desk. My friend said that a computer guy had come in few months ago and set that up, then the guy disappeared, never to be heard from again. I know I can delete that user account, but I'd like to be sure I can get Windows Update back to normal.

This is not the Pro edition, there is no Group Policy Editor. Any ideas where this locking down of Windows Update would have been done, and how I can undo it. This is happening on one Win 8 machine, and two Win 7 machines. Thanks
