Will 8.1 update 1 be an optional update?

Yeah, I guess it's gonna come automatically then (for those with auto-updates fully turned on). I read somewhere that it's a ~300MB package that will possibly take up to 45 minutes to install in the background. I also read that the changes it makes aren't that profound - boot straight to desktop on non-touch machines, a new power button in the metro UI (handy) and a few other tweaks involving metro apps and metro mouse-keyboard handling/user-friendliness.

I can see how it would be handy to have the updated ISO or the standalone update for the purposes of a clean offline install. I guess any copy of Win 8.1 that Microsoft sells after 08/04/2014 will have it included anyway.

On TechNet the update package is 360 MB for 32 bit and 770 MB for 64 bit. When the time comes to do a clean install on one of my PC's I always like to have the latest official version that has all the updates included. It makes for a faster install with less chance of things getting messed up though repeated trips to Windows update. TechNet is being discontinued so anybody on TechNet is going to grab what ISO's they can before their subscription times out. Microsoft have already produced the new ISO's with update 1 included so one would assume any new DVD's pressed would be from that image. It may take a while for those DVD's to show up on store shelves though. Retailers are going to want to sell their current stock before ordering new ones. I would think that any downloads from Microsoft would be the new version though. I think a lot of people are hoping they update this download to the update 1 version. I had to restore the update (KB2919355).
    It destroyed my network access.

I installed the update (KB2919355) on the patch Tuesday when it was officially released. The update log shows that it was successfully installed. Today it is showing up again as one of the important updates but it is not automatically selected. Does anyone know why it would show up in my update list even though it shows that it was already successful run in the update log?

What size was it, the last one I got was only 2. something MB. Its a patch to the already installed KB2919355. I don't know why Microsoft gave it the same KB number.

The (KB2919355) was 2.6 MB. I'm not sure about the size of the first (KB2919355). But I believe you are EXACTLY CORRECT that they are sending it out twice with the same KB number. I contacted Microsoft support this morning and they said the problem was due to Start8 which I figured was pure BS. So after I read your post I decided to dive into the "more info" link associated with the KB and low and behold:

    5. Windows Update may offer update 2919355 again even when the computer already have update 2919355 installed. This is expected and is in order to resolve a
Windows Update client issue. Windows Update only installs the additional fixes for Windows Update clients instead of all the Windows 8.1 update packages.

So it looks like you nailed it and for that I am very grateful. After reading this I am going to go ahead and apply the update without much fear that it will hose things. BTW, I think it is a really bad idea to be re-using the same numbers. That can only be the source of a lot of confusion. What's the point of even having unique numbers. Gees.
