Windows Update wont download... SFC finds corrupt cant fix

Running 8.1 and noticed that my Windows Update wasn't downloading files. Ran SFC /SCANNOW

    C:\Users\XXXXX>SFC /SCANNOW

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.

Looking at my CBS.log. I find the following:
CSI 0000080e [DIRSD OWNER WARNING] Directory [ml:520{260},l:56{28}]"\??\C:\WINDOWS\system\Speech" is not owned but specifies SDDL in component Windows-Media-SpeechSynthesis-WinRT, pA = PROCESSOR_ARCHITECTURE_INTEL (0), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral

I dont know what "DIRSD OWNER WARNING" means (Which appears hundreds of times)
and: I dont know what "Ignoring duplicate ownership for directory" (Which appears hundreds of times)

I have no clue what all this means...and I apologize if it appears like a bunch of garbage. I am totally clueless and a pure Amateur at this. I dont know how to repair and fix the corrupt or missing files. I need help badly, but please remember that I am a rookie. Use terms and language a 5 year old could understand and I might have a chance!

    Thanks in advance!
    Scott

in administrator command prompt & run sfc again.

    It'll fix things.

    Wrong command prompt.

    C:\Users\SCOTT>Dism /Online /Cleanup-Image /RestoreHealth
You NEED to run it in an Administrator Command Prompt.

    Wrong command prompt.

    C:\Users\SCOTT>Dism /Online /Cleanup-Image /RestoreHealth

You NEED to run it in an Administrator Command Prompt.

I thought i was running in Administrator Command Prompt...Right clicked CMD tile, click run as administrator, (Also in Safe Mode) If that matters.

How do I run it in Admin?

    Thanks

Dism hangs on 20% for a long time & suddenly finishes.

Running dism & then sfc might take an hour or so.
