Solved Windows 8.1 update won't download. Error code 0x80240031

I looked up this error code and it says "file is not the right format"

What "file is not the right format?" I get the update button, and after I click to download it gives me this error. Anyway I tried multiple times...no joy...same error code. The version of Windows 8.0 Pro that I am running was an upgrade from windows 7.0. And my Windows 8.0 appears to be working fine otherwise. Anyone know how can I fix this error, and get the 8.1 update?

Since you seem to be on a leading edge of reporting this issue, I can only assume that you are the first to encounter such an error; however, if you have some idle time waiting for a "me to" response, you might want to make sure you have applied all Windows Updates to current and if you are already there, you can try this if you like:

Open an elevated command prompt and type/run: "sfc /scannow" (without quotes).

If errors or discrepancies are reported, run this second command in the same open window:

Dism /Online /Cleanup-Image /RestoreHealth

Once done, try your update again and see what happens. Here is the entire tutorial for your reference:

Thank you my2cents. I just ran SFC /SCANNOW and there are no integrity problems. I also checked for updates and I have only 2 recommended and no important updates. Rebooted and ran a registry scan with ccleaner. Tried to download again and got same error code 0x80240031. I guess I just have to be patient and see if anyone else encounters the same problem.

Is one of those recommended updates KB 2871839? If so, install it. Also, I just looked at your specs and I noticed this notation:

OS Windows 8 Pro,7 Ultimate & Ubuntu 12.10

So, is there any dual boot arrangement here? If so, that might cause an issue...

My two recommended updates are Bing Desktop and Bing Bar. And I don't use a boot menu. All 3 of my operating systems are on their own SSD removable drive. I only have one active drive plugged in at a time.

Just thought of something. I am using the Classic Shell Start Menu by ivosoft on my Windows 8.0. Could that be the problem?

I have the EXACT same error and have been battling it for the last 3 hours trying to figure it out. I did some searches and I thought the issue was related to the language that is setup, but I've followed every fix and I find and I still get the same error after the download gets to 2/3. I'm completely lost as to how and fix this.

I'm pretty sure I know what the problem is. It's my ISP Verizon 4G LTE. They must be blocking it for some reason.

I just got the exact same error on my laptop as I got on my desktop computer. Using the same LAN.

If anyone else is getting this update error using wireless Verizon 4G LTE, please let me know. That will confirm my suspicions.

I am getting the same message. ISP is BT (UK) but I have installed 8.1 on another computer using same broadband. I have uninstalled Norton Internet Security so it is not being blocked there so any help would be welcome.

I am having this problem on Verizon LTE as well. But i am still not convinced the ISP is the problem.

SOLUTION: Verizon (4G) was blocking this update, as my home laptop was not able to download the update. After driving into town it worked (on a cable LAN). But this has not been confirmed by anyone else with Verizon 4G, as far as I know.

Same problem here Charter cable no download limits, I used the WSReset.exe to reset Windows Store cache

Downloading right now, we shall see

I made sure all updates were done and then tried to install 8.1. After several tries and failures, I removed AVG 2014 from my laptop, rebooted and tried again. It worked!!!

My desktop installed on the first try and I was not using AVG 2014.

Anyway that's what worked for me...

I can confirm this I have been trying to install on desktop at home over Verizon 4G, but can't. I installed on my Surface Pro yesterday at work no problem.

I guess I can understand why they would do this. But when a person has no other alternatives for their home Internet service...it's frustrating. Fortunately this kind or thing doesn't happen very often. Anyway thanks for confirming this.

I am getting the exact same error code: I had windows 7 also and changed over to Windows 8. I have tried repeatedly to download Windows 8.1 and have gotten the Error Code 0x80240031 every time. I have tried what was suggested to "in2jesus", but have had no successes. I also made sure that all of my windows updates were current. Is there any one who can help us with the problem?

I can confirm Verizon is the problem for me. I experienced the same issue and error. After reading some of the comments above I switched to my DSL network instead of my Verizon 4G home fusion network. Problem went away immediately and is now downloading. Problem now is my DSL network link is only 1.5 mb/s. So in about a day and a half it will be complete.
