Error 0xC0000022 while trying to activate

First off I'd like to mention that I referred to this thread and tried a couple of steps inside but to no avail: http://www.eightforums.com/windows-...ctivation-error-0xc0000022-access-denied.html

I've been getting the blue "Activate Windows Now" screen pop up on me and whenever I tried to activate it through slui.exe 4 it doesn't work.

After clicking on close, I come to the activation page where there are no numbers displayed. I've tried slui.exe 3 and manually keying in my product key but it doesn't work as well.

Something I've noticed is that my sppsvc.exe cannot be started (Error 5: Access is denied).

Hope someone can help, I'm at my wits end!

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

At the Prompt, type

Licensingdiag.exe -report %userprofile%\desktop\report.txt -log %userprofile%\desktop\repfiles.cab

(note the spaces!)
two files will be put on your desktop -
open the 'report.txt' file in Notepad, and copy/paste the results to your response - you can ignore the repfiles.cab file for the moment, as it's only backup data

The problem is that the system is unable to properly read the Product Key.
This can be due to a number of things, so let's start with solutions that have worked in Win7...

Has Norton software ever been installed on this machine? What is your current AV?

Open Windows Explorer

Navigate to theC:\Windows folder

Find the Servicing sub-folder and right-click on it
select Properties

Clear the 'blob' from the 'Read-only (Only applies to files in folder)' box by clicking on it until it's plain white.

Click on Apply.
Make sure that the radio button for 'Apply changes to this folder, subfolders and files' is set, and click OK.

Accept the Administrator prompt. After a couple of seconds, you'll be told there is an error - click on the 'Ignore all' button.

Wait for it to finish - it could take a couple of minutes.
OK out, and exit Windows Explorer.

Reboot twice

Post a new Licensingdiag report.

Nope, I never installed Norton. This computer is fairly new and the only anti-virus I have ever installed is Windows Defender (the one from the Microsoft website).

Do you actually mean 'ticked' or is there merely a 'blob' in the box? The 'blob' is normal - because technically, folders cannot be made read-only in the same way that files can. A 'tick' would be very unusual (if not unique).

There's no change in the report.
Unfortunately, the Win8 report isn't as complete as the MGADiag for Windows7/Vista - and leaves a lot to the imagination.

Despite the fact that there are no file tampers showing, a filescan may be a good idea.

Open an Elevated Command Prompt, and run the following command

SFC /SCANNOW

It will take 15 or so minutes - be patient.
When complete, reboot, then copy the file c:\Windows\Logs\CBS\CBS.log to your desktop, compress it, then attach it to your reply.

Try this.

Open an Elevated Command Prompt, and run the following command....

Dism /Online /Cleanup-Image /RestoreHealth

(note the spaces!)

wait until it's complete, then reboot, and try SFC again.
post the new CBS.log file.

Try this.

This is great, the sfc /scannow got to 100% without being interrupted this time!

What happens when you attempt activation now?

I still get the same error message: 0xC0000022 Access Denied.

Is the inability to activate due to sppsvc.exe not being able to be started? I just can't get sppsvc.exe to start, it keeps telling me Error 5: Access is denied.

At least the issue with sfc /scannow was fixed and it can complete :) a minor problem solved.

Please understand that I am offering no solutions because you already have a big gun working with you; however, I am really curious to know why you didn't just try a clean install again because you stated the installation was "fairly new." Moreover, why did you try to activate the installation via an alternative method? Was it because the traditional "activate while online" option was never made available? It just seems like you are spending a ton of time trying to fix this issue when you could have already done a clean install 10 times over. Again, not trying to interfere but I am just trying to understand the circumstances behind your decision. Thanks.

Well I am unable to do a clean install since the Windows 8 came pre-installed with the computer I purchased. I don't have the Windows 8 installation CD but I was able to obtain the product key using Belarc Advisor. Occasionally, the blue screen would pop up saying "Activate Windows" and I try clicking on Activate Now, but it doesn't work. As a result I'm trying to activate it through slui.exe and it was then that I came across this issue. I cannot activate by phone as well since no numbers appear in the blanks and I get the same error message. I'm fairly certain it has to do with some permissions that are messed up, but I have no idea why, considering I have never messed with them.

OK, thanks for that understandable explanation. However, since the product key is embedded in the BIOS, I wouldn't trust Belarc Advisor to reveal the true key and that may just be your issue here. So, with that said, can anyone confirm my suspicion that the good old Belarc Advisor is no longer a reliable source and/or confirm that it still works for that intention?
