Update Error Code 80246008

In mid-June Windows 8 Update stopped working on my Dell 660s. Failure error code of 80246008 appears in the details area for each attempted update. What is the best way to fix this? Need a solution that a novice can perform. I have zero programming background. . .:confused:

I checked out the BITS instructions, settings, etc. and the same for Windows Event Log. Everything was already set per the instructions in the answer you sent. Since everything agrees with the suggested changes, the error must be caused by something else.

For the record, I have just fixed this error, by starting those "unrelated" services to start BITS at last.

DHCP Client
Network List Service
Network Location Awareness

Without any of them, BITS refuses to start, even though, they are not listed as dependencies.
