    You originally stated that you bought a used laptop so whoever you bought it from is not the original system builder. Since OEM licenses do not expire, that is not an OEM license. Now, I don't want to flat out say you have been cheated but if you paid for a used laptop with a genuine OEM licensed copy of Windows installed, you didn't get it.

    No, it was not me who posted about used laptop. I also faced same issue as him so posted my issue in the thread he started. Two weeks back I bought a new desktop from a vendor who said he has installed genuine OEM license. Yeah, it looks like he has cheated me. Thanks for your response my2cents!

    Oh boy, sorry for that mistaken quote; however, the fact that you bought it from a "new vendor" makes your situation even worse IMHO. Now, maybe the vendor is using some "play on words" when he references he installed a "genuine OEM license"; however, I would certainly start my investigation back where you made the original purchase and if you don't get any satisfaction there, I would certainly consider escalating your issue back through Microsoft because I don't believe they will tolerate any misrepresentation of intent by a qualified licensed vendor (if he is in fact qualified and licensed).     Please open an Elevated Command Prompt window (in Start, type 'Command' - a Command Prompt icon will appear, right-click on it, and select Run as Administrator)
    At the Prompt, type

    Licensingdiag.exe -report %userprofile%\desktop\report.txt -log %userprofile%\desktop\repfiles.cab

    (note the spaces!)
    two files will be put on your desktop -
    open the 'report.txt' file in Notepad, and copy/paste the results to your response - you can ignore the repfiles.cab file for the moment, as it's only backup data
