The title is kind of misleading. Microsoft is not banning Firefox specifically, but is not allowing any third-party application to run on the desktop. But if your application is proper Metro, it will run fine on Windows 8 RT tablets.
On Win8RT, Microsoft actually doesn't want you to use the desktop environment. It's only there because:
1. Key Windows applications (such as Notepad, Microsoft Office, and I believe Control Panel) will not be re-created in Metro in time. It's a stub to ensure that W8RT (hehe... pronounced "wort"...) is useable.
2. Microsoft is still figuring out how to manage multiple windows per application. There are many cases where you REQUIRE two or three windows open at the same time, even from the same program.
