    There is a Windows update that enables the upgrade to 8.1 through the Windows Store. Keep doing the Windows update until they are all done and it should become an option in the windows store. My guess is there is still old stock out there that has Windows 8.0 on it. Or, that manufacturer is content with leaving it to the consumer to do the upgrade instead of redoing all it older PC's.

    To doing a clean install. The install media created with the Media Creation Tool will let you install and activate Windows 8.1 with a Windows 8.0 or 8.1 product code, even embedded OEM codes. Your Dell with have an embedded OEM code for 8.0 in its BIOS. All you need to know is if it's Core or Pro, etc. Just something to think about.

    Hi,

    Can I use my Win 8.0 PRO 64bit code for this upgrade? somehow my PC has corrupt files at this moment and I prefer a new clean install.

    Yes. I've used my 8.0 Pro TechNet (Retail) keys to install 8.1 Pro from that download.

    I'm back !! Wow, wow, I'm so, so, happy of joy to be able to burned and install this new version of Windows 8.1.(6.3) 64-bit.
