Solution is to have as clean startup possible and AV set to stat last. Hybrid shutdown is not much help if many programs are open while turning system off, while booting again it tries to open all that again and that takes even more resources.

I am talking about a clean install, nothing installed yet, even when installing the drivers, same thing

    I have 32 GB RAM/ 1 TB Samsung 840 EVO SSD/i7 Core @ 3.2 GHz. and I never had this issue with Windows 7, Windows 8, Windows 8.1

only this new Windows 8.1 Update has it. I know stuff is loading in the background, but it will never slow things down to the point where you can't click on any desktop icons

    Windows 8.1 Pro

I just got done with a conversation with Microsoft trying to get help in acquiring the latest official ISO and it seems that there is no way to get it since my product key was originally purchased for Windows 8 Pro, and now I am asking for a Windows 8.1 Pro ISO, not possible

I just purchased a Windows 8.1 Core product key just to be able to download the latest ISO from Microsoft which I am doing as we are speaking through the Windows 8.1 Setup Box

From here ? , Windows 8 and Windows 8.1 ISO - Download or Create I ask because that download is edition specific. If you use a Pro key you get Pro, if you use a Core key you get Core. Just so you know. The download you get using your Core key may not be able to install 8.1 Pro.
