Here's another possible fix that seems to be working for a few users:
Run CMD as administator (Go to start screen, all apps, search CMD, right-click and select run as administrator)
    Enter: dism /online /remove-package /packagename:Package_for_KB2919355~31bf3856ad364e35~amd64~~6.3.1.14
When step 2 has completed, enter: dism /online /cleanup-image /startcomponentcleanup
    Retry the update!

Seems your install is borked.. instead of scannow try restorehealth?

M$ has to sort this out if this is a prerequisite for future updates...

    Edit..Just got Ninja'd by HG...

You've tried a lot of things and I'd hate to say it, but a reinstall may be in order.

Just to check; Did you take it back to a restore point? How about a mirror?

    Please post the DISM log.

Thanks, Edwin. Before I download and install, will this leave my little Metro window at the bottom left and also allow me to press Win+C to get the Charms bar?
