CPU Fan Generating More Noise After Windows 8.1 Update

Windows 8.1 was initially supposed to be a bug-free operating system that shouldn’t cause too many problems to its first adopters. At least, not so many as Windows 8.

It turns however that many of the users who decided to make the move to Windows 8.1 are actually experiencing all kinds of issues, including a higher noise level coming from the CPU fan.

Consumers who have turned to Microsoft’s Community forums to report the bug explain that the CPU fan is generating more noise than before, most likely in an attempt to cool the processor. This means that Windows 8.1 is actually requiring more CPU power, hence a temperature increase and the need for more intense cooling.

Here’s what one of the users has posted on the forums:

“My laptop is a Sony VAIO and is less than 1 year old. I am referring to fan sound, I had no problem before the update to Windows 8. I called Sony and they told me to contact Microsoft. I noticed my laptop too hot on the side where the fan sound comes.

“I am not using my laptop on a flat surface, I usually use a little piece of wood in the back to have a 30 degree angle. The fan stop if I restart the laptop, couple minutes after, it started again at full power. When I explained this to SONY, they told me to contact Microsoft immediately, there's nothing wrong with the machine.”

At this point, no workaround seems to be available, but as far as users are concerned, there’s not much that can be done since Windows 8.1 requires more CPU power.

My laptop i7 first gen 820 has been less heat and fan noise since windows 8 and 8.1.

I'm happy I don't have that problem.

Have you checked to see if there is a BIOS update for your PC? I had a somewhat of a similar issue when I installed 8 on my Samsung laptop, it just didn't run right. I checked for a BIOS updat and there wasn't one....6 months later there was so flashed the BIOS, installed 8 and it's been working great ever since. Worth checking into.

Nah... I'm just gonna format and roll back, probably to 8.0... maybe back to 7. Won't be for a bit tho, as I got stuff to do...., switching to electric heat and dumping the oil furnace...

After a bios update to my Asus motherboard my i5 is running much cooler under 8.1 than 8, like 10+ degrees cooler, especially with speedstep enabled and even under turbo conditions. And the OS itself is faster. The improvement came after the bios and chipset drivers updates. This is my experience.

I dunno...without a good OS my computer might make a good planter, or serve as a doorstop, maybe...;) Albeit, an expensive doorstop. You really can't have one without the other...

As is evident in this thread (aside from the fact that sensible people should avoid laptops whenever possible--desktops are much better, and much better buys), when moving to a new OS it is generally profitable to check with your manufacturer for a bios update whether you own a laptop or a desktop, since bios updates frequently accompany a new Windows OS. (For obvious reasons.)

In fact, it generally pays to keep your machine bios or UEFI updated regularly, new OS or not. Just a thought. Bios/UEFI updates contain bug fixes and new feature support, just like regular software updates.

Ok, hold everything..... I think I found a "fix".

Taken from this page..... CPU doesn't drop below 30% in idle after update to 8.1 - Microsoft Community

This bit in particular.....
Instead of renaming the sdclt.exe try this: - Go to Scheduled Tasks
- Microsoft -> Windows -> Windows Backup
- Disable the "ConfigNotification" Task (or anything you find here)


That should do the trick for the Windows Backup problem.


Also if the system log has a lot of DCOM errors it is possible to fix this. I dont have a link now but there is a example how to do it in some forum. Easy to find if you google for the CLSIDs.

This 'seems' to have worked for me.(so far) I have cyberfox open, at least 25 tabs open. I have xyplorer open. I have media player classic open, playing a tv epp.
Speccy reporting about 15c.....

I can now add that 5 hours later, the cpu temp hasn't really budged, so if you're experiencing this issue, this seems to be the fix.

I like the suggestion, to NEVER use a laptop unless absolutely necessary. They were never meant to replace a good working Desktop computer.

Having said that.....

Do to the way everything is crammed into such a small space, laptops always run under less than optimal conditions.

I do a lot of tweaking and tuning on laptops, (I'm a PC Service Tech, self employed) to get more performance out of them with minimal heating. I shut down every program and Service on the lappy that is not Absolutely 100% necessary to be running all the time.

Then I set the hard drive to spin down after about 5 minutes of inactivity, even when running on house power. Laptop hard drives are a huge source of heat, and they do not have their own cooling fan. The heat has to be removed by the same fan that cools the CPU, so it's sometimes hard to tell which one is producing the most heat.

For, like forever, the AMD cpu has a built in "Life Preserver" circuit, that ramps DOWN the clock speed when the chip gets hot, to slow the cpu and minimize heating, so it doesn't burn itself up. That may show up in a loss of performance, but at least the cpu doesn't cremate itself.

I caution my laptop users (Customers) to not run any more apps at one time than absolutely necessary. And NEVER sit their laptop on a bed, carpeting or even their lap, or any cloth surface that could block the air vents.

And, when they are done with it for the day, SHUT IT OFF. There are certain maintenance routines that Windows performs in the background that it can only perform while shutting down.

That's what I call "Sending a boy to do man's job". Each type of computer is made for different job and to do it different way and if you ask it to do wrong job it will not do properly. That said, even desktops can go into "overdrive" with runaway processes and overheat and that can happen with any OS.

I often get a service call, stating that the CPU fan is 'Roaring'.
99 out of 100 times it's because the cpu heatsink is packed with dirt.



This was the cooling fan and heatsink from just such a customer's PC. Airflow was seriously impaired.
Then when the cpu was working hard, things would really heat up. Think, "China Syndrome".

But before that could happen, I cleaned the fan and heatsink......



....and everything went back to working normally.

Many PC owners have no clue about how and why the cpu ran runs at what speed. It will speed up when the CPU is working hard and slow back down when the CPU is just idling. And then, to make matters worse, they sit their PC on the floor, where is sucks up all sorts of dirt, animal hair, etc.

Yeah, I take pic's of all the disasters I have to work on.

But if people would just use some common sense, there wouldn't be so much work to do.

PS: Increase the workload on any PC, like install a newer and bigger OS, and of course the cooling fan will run more.
That's the time to make sure that the fan and its related heatsink are nice and clean.

I get a lot of stuff like that too. I sometimes call computers "Hoover". they are such good dust collectors. My girlfriend is such a stickler for cleanliness, moment a dust speck appears, she's there cleaning it up together with rest of apartment but still when I opened her couple years old laptop it was full of dust, she wanted to throw it away. Got couple of old desktops from a hospital i Switzerland, full of dust. Of course nothing can compare with computers in factories, good thing there are big compressors, had to blow them out once a week. Repaired one from coal storage, black as a tunnel during the night. One from a saw mill actually caught fire from wood dust. Mouse nest in the desktop in my office. Flies and mosquitoes get sucked in and if they survive they come out with bad headache. Only alcohol can wash out yellow stains from screens used by heavy smokers but CPU and other coolers have to bee washed in dish-washing machine.

Right next to the CPU is usually the RAM, at least on Desktop mobo's. So what makes it through the CPU heatsink, winds up plastered against the side of the nearest ram stick.

I've salvaged a lot of ram by just taking it out, to the kitchen sink and washing it with soap and water, then rinsing it with Denatured Alcohol, thoroughly drying it and reinstalling it. Most of the time, that restores the ram to 100% functionality.
Over the past 20 years, I've only had to throw out just a few sticks of ram. Mostly either Kingston or Spectec.

Something else I do, to prevent CPU overworking, is to seriously limit the number of Services and TSR's that are running in the background on any PC. It's easy to see the programs running from either the Startup folder or Task manager. But the Services that run in the background are another matter. About 99.999% of users have no clue about those.

A good reference is the "Black Viper" website, where every service is explained.

I took the info gained there and wrote a batch file, to instantly disable or put into manual mode, all the services that I don't need.
I like the repeatability of a batch file.

Likewise all the registry tweaks that greatly improve performance. A registry script makes that instant work.

I use just ordinary 98% ethanol or isopropil (rubbing alcohol, non scented type), dries almost instant and does not leave marks, very soft cloth or cotton wool of course.
