Are MS 'updates' like Blue really more than service packs?

Well, service pack is just a pack of updates, that were already released, whereas blue is just a few new functions for metro, it is way too small to be called a new os version, and it not a sp, so i dont know how we should call this thing.

They should call it "Ressurection Packs". MS/Windows almost died after all that Windows 8 fiasco. :)

Even with windows blue it will be in ICU for a long time.

Oh, yes. Because Windows 8 somehow magically made people not want Xbox, Office, Windows Server, Outlook, and everything else MS sells.
