The article from Znet says that if "Blue" is on schedule that it will be out in late October of this year. If that is the case, then "Blue" is in fact the service pack. Hence I don't put to much stock in what all these articles have to say.
According to this Windows Blue rumors hint at major Windows update this year | PCWorld the kernel version is 6.3. Windows 7 is 6.1 and Windows 8 is 6.2. If that is true it will be more than a service pack, it will be the equivalent to Windows 9. Sounds more like the next version of Windows to me.
Definitely: 6.3 is what I would call Windows 9.

A SP1 would be 6.2.9201 following what we saw until now.

I bet the Desktop part of IE 11 will remain mostly the same, but faster and secure as usual. The immersive counterpart I bet will see the most improvements, such as touch interaction and furthering the Internet Options panel in the Settings Charm. Also, there freaking better be improved tabbed browsing! Ten tabs at one time isn't close to being enough, even Windows Phone allows for six. I don't see why that's like that.
