As a proposed solution to restore an owner account, I need to create a bootable image of a HD that contains Vista as the OS
Can this be done with the BackUP and Restore on my new unit with 8.1
Where is the best location so that it can be booted?
On the old drive, on a VHD or on the new unit ?

With the complexities involved with uEFI, any advice resources or alternate solutions are appreciated

thank you

I'm not exactly sure if this is what you're looking for, but you're saying you want to create a bootable image, so you can use the Windows 7 USB DVD Download Tool to make one.

https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

(It works on Windows 7 and Windows 8.x)

Just choose the Vista image file and the USB or DVD you want to use and wait for it to finish.

Use the Old drive - vista does not support VHD booting
Nor will you be able to boot an image file of vista

you can create it - but the OS will red flag it

VMware maybe > https://www.vmware.com/products/player
