Win8.1 in Hyper-V VM asking for different license key

When I was reading about installing Windows in a Hyper-V VM on Windows 8.x, I thought I had read that Windows is licensed per host, not per VM, so you can use the same product key for Windows 8.x in the VM as on the host.

But now that I've installed Windows 8 in a Hyper-V VM on Windows 8.1, it's telling me that it can't use that product key because that product key is already in use on another machine:

"This product key is already being used on another PC. Try a different key, or buy a new one."

So, does each Hyper-V VM running Windows 8 require it's own product key, even if the host is running Windows 8 and is activated?

A VM is considered a separate machine and requires a separate license.

What about MS Office? If I install 32-bit Office 2013 in the host, and 64-bit Office 2013 in a Hyper-V VM, do I need separate licenses for both?

Yes, although often when you buy Office it comes with multiple licenses. Installing on the host and on a vm would use 2 of the licenses.

I did a bad thing. I was attempting to create a new external network switch for my wireless NIC in order to allow an existing VM to connect via WiFi. The process was running interminably, however, and I needed to get on with things, so I killed the MMC task and hard-rebooted the system. (I know,...
Evening, I'm normally fairly good at troubleshooting and figuring out why crashes occur, but this has been bugging me for a while now and despite numerous hardware changes / reinstalls, it still occurs. Basically, I built a system for running Virtual Machines in Hyper-V for testing. Decent...

I bought windows 8 a few months ago only because the deal was too sweet, but never installed it until recently, and that was only because I got the free Windows Media Center license that would expire on Jan 31. Here is a link concerning the new OEM System Builder license. (Edit: Perhaps I should have emphasized originally that I am talking about the OEM System Builder License even though that is what I linked to). Below is a snip of, to me, its key provision, although there are other important provisions...
