Local or Live account for computer on work network

Hello,
I'm just adding a workstation to an office network, and need to create a user on it, however it is windows 8.1 and I have the option of local or live account. But all the user needs to be a user that is allowed to be part of username/servername
How would I go about doing that, because all the accounting is done of the Windows 2008 server.

setup a local account - will save you a lot of issues later, say the employee leaves
an MS account is a personal account and unless you own the MS account, you will not have access to it

as with a local account your - company info is not in the MS cloud..

use a Local account..
