It has nothing to do with co-parenting, it has to do with the PC owner being able to restrict access on his PC. It's called Child Account(a misnomer in my opinion), but it is also useful when we set a computer for friends and family that are not very computer competent.
It restricts access to system settings, downloading and installing(click happy people that install the bundleware(PUPs) with the wanted item), and is also a good layer of protection against malware by being a restricted account and not an admin.
When one has the password there are no problem installing/reconfiguring. On Windows 8 and later 10, I have/will have my PC set to a child account for everyday use. Of course I have access to all my programs, but If I want to make any changes or updates, I have to give my password just like in Linux based systems where one has to be a "superuser".

Well, you would need to change DNS per user, it is simple with a free soft like NetSetMan

Most definitely not! Nothing invasive is required at all and I can't see why it should need to be? The issue is simply that their family protection is full of bugs. It should work as described and if you block something it should then be blocked, but currently that is not always the case.

Oh and the ability to prevent a user from downloading apps is basic functionality that currently (and very strangely) does not exist but should do. I wouldn't call that invasive nor expecting Microsoft to co-parent.
