Can't change "Password required when waking this PC..."

Couple important notes about my setup:

  • All my machines are connected to a domain that I control.
  • Everything is running Windows 8.1 Pro or Enterprise.
  • My Microsoft Account is connected to my domain user account on each machine with settings synced across devices.

What I'm trying to do:
  • Turn off the automatic lock after sitting idle for a few (maybe ten?) minutes.
  • Turn off the password requirement when clicking the lock screen or waking from sleep.

I somehow figured out how to do this on my desktop (8.1 Enterprise) and can't for the life of me figure out how to do it on my laptop (8.1 Pro).

What I've tried:
  • Domain-level GPO to disable "Require a password when computer wakes" (both battery and AC power) - confirmed via RSOP that the policy is applied to the machine. Of note, this policy was not defined on my desktop, which currently allows me to disable both sleep and auto-lock with password requirement
  • Changing display timeout and sleep to "never" in the selected power profile.
  • Changing "Password protection on wakeup" in advanced power profile settings as well as in the "Define power buttons" control panel.
  • Turning off the screen saver and ensuring the "require password" option is unchecked.
  • Resetting security policies via User Accounts control panel when I still had an Exchange account connected via EAS in the Mail app. I've since removed that Exchange account entirely.
