Setting up a Win8.1 MS Account with a non-MS id?

My Win8.1 official Microsoft Account shows my account id with the domain cogeco.ca eg. xxxxxx@cogeco.ca.
This is NOT a Local account. It is the Microsoft account. I do not understand this because all the descriptions in the Microsoft HELP pages etc. implicitly suggest that a Microsoft account domain is either outlook.com, hotmail.com, live.com etc.
How I ended up with my MIcrosoft account set up with this id I cannot remember. Was it a fluke or is it just a case that it is perfectly acceptable but just not something that Microsoft draws to our attention in its writeups?

What makes this more confusing is that the Win 8.1 Accounts lists this this as my only account on this PC. But if I go to User Accounts in Control Panel and select Manage other Account, I see this Account but also another Administrator account that is named xxxxx@outlook.com. But the outlook.com account does not appear in the C:/users folder. I don't know what it is for and whether I can delete it.
