I cannot add any users to the system

I cannot add any users to the system.

When I click on add user, the window jumps and doesn't do anything at all.

If I try to make a change to Guest, same results. Only can turn on or off as admin.

That is were my problem starts.

Have try that with no luck.

If I pull out the right bar and type in PC setting in search and click PC Setting, the page disappear.

Done the CMD and gone to control panel before posting in the first place with no luck.

It starting to sound like I have a win 8.1 issue based on a number of things these days and the continuation from day 1 mess. I don't have an 8.1 disk as it was upgraded from my 8 disk.

In that case, you may need to refresh Windows.
