    Password protected shut down/reset

It may sound crazy, but is there a way to password protect shutting down or reset computer?
Or maybe "redirecting" user to lock screen?
I don't want to disable shutting down in user policy or renaming shutdown.exe.
Just pop-up or something to password verify these actions, system or software.
    Thanks.

This one: Download Easy File Locker - MajorGeeks might do the trick.

If it can, I cannot figure out how.
    You cannot lock shutdown.exe file.

Just thought of something, it wouldn't work anyway, there's 2 of them and computer would still be able to be shut down by power button.

Power button can by unpluged, I don't worry about that.
    Just "software" shutdown.

And reset button and glue power cord or battery on, or lock fuses or main switch ?

Unfortunately, it looks like it's much easier to turn it off than on !!!
