Windows standard account not holding it’s settings

I have an issue with my 8.1 windows HP pavilion desktop. When logged into the standard user account automatic updates is turned off and under power options settings it is set to never put the computer to sleep. I will change the setting back to their defaults which works but when i restart and log in the settings revert back to their non default status. This only happens on the standard user account, the Admin account settings work fine.

Troubleshooting done so far:

sfc /scannow- no corruption found.
delete standard user account and reinstalled it.
ran multiple antivirus scans with nothing found.

Any help would be appreciated!

I believe the Standard account is limited in which system-wide settings it can and cannot change, given that things like Power settings effect every user, and not just a single user. Log in as an Administrator and reduce the UAC settings, or turn it off, then login as your standard user and try it that way.

If you are using Windows 8.1 Pro, we might be able to use the group policy editor to change this.
