Hello GD4E1, and welcome to Eight Forums.

If you like, you could use the tutorial below to create a group, then add users to the group.

User Group - Create New or Delete - Windows 7 Help Forums

User Accounts - Add or Remove from Groups - Windows 7 Help Forums

Afterwards, you can assign rights for the group.

    Hope this helps,
    Shawn

I would like to be able to create custom GPO's and this can't be done with normal groups (only 'administrator' and 'non-administrator')

Be sure you understand that all groups created on an individual computer are local groups. Other types of group require a domain which requires a domain controller running on a server OS.

I'm not sure you are able to do so with custom local groups. However, you could apply GPOs to specific users, or all users except administrators.

Well gang, I have questions. With Windows 8, it is basically the end of the startup sound. Technically, it can be enabled, but there isn't a new one. It is also the end of the shutdown sound, as well as sign in/out sounds. That kind of sucks. I like the new sound scheme, but I'd like to...
