Cannot browse entire hard drive to change user account pic

Very frustrated as I already found an answer to this once but did not record the procedure. Now I need to do it on another computer. Argh!

Using Win8.1. Logged in with admin level account. Trying to change user account picture by browsing to custom folder located on under C:\Windows. Windows does not show all folders. Even shortcut to folder on my desktop cannot be seen when browsing desktop.

I believe fix previously found was a REGEDIT hack, but no matter how I google, I cannot find it again.

Thanks, but I have a reason for having the target folder in its current location.

The target folder will still be at the C:\Windows location.

When you add a folder to a library, it's basically like a shortcut that can be browsed to and viewed in the library as well.

If you like, give it a try to see what you think. You can always remove the folder from the library if it doesn't work the way you want. :)
