Hi All,

Im lost at what I can do here and need some advice (I'll keep it as brief as possible)

I get the following error

When ever I try and access most things in my control panel (or i click the button and nothing loads)
When I try and right mouse click on my desktop and personalise (the same thing happens)

Basically most of my control panel is unusable.

Now I have tried

- Using sfc scannow
= Completes but says it found corrupted files but was unable to fix them

- Create a new user account profile
= This was hard as I didn't have access to "User Accounts" as its one thing not working, how ever apon rebooting into save mode, going into MS Config and going into something there, I was able to make it an admin account (the new profile) how ever apon loading into it, I have the same problem

- While in safe mode (minimal) same issue happens

I have virus \ malware scanned to rule that out

Ive gone to Microsofts support site and read multiple topics, but nothing has been able to fix it.

While I have a genuine copy of Windows 8 (I am in no position to re-install windows \ refresh etc) as it would just take way to long to set everything back up (I know its probably the easiest way to wipe it all and start again) , but I wish to avoid this option at all possible costs.

So throwing it out there, if anyone has anything to try (Eg re-pointing a registery key) or anything like that

I would be greatly appreciated.

Please try the following:
  1. Open the elevated command prompt: Win+x -> Command Prompt(Admin)
  2. Copy and Paste the script below into command windows:
    for %a in (c:\Windows\System32\*.dll) do regsvr32.exe /s "%a"
  3. Hit <ENTER>

To followup on topguncp's suggestion (in his absence), I believe that tutorial is intended to re-register individual DLLs. So, if you know all of the DLL registry entries that are corrupted, it could be useful but it would have to be repeated for each known corrupted entry. Here's an example of how to use it for each individual DLL:

I still think you would be better served by doing a repair install under these conditions (as previously suggested). In fact, if you read Brink's tutorial, you wouldn't lose much at all if you followed his detailed instruction correctly. Good luck.

One more thing, you need to be in the directory where the dll resides to use my example above and the .exe in the message string is optional: regsvr /s cmutil.dll

Now, if you intended to run it from elsewhere, you will have to identify the pathname to the target dll. Here's a good link to explain the options:

I never would have figured out that command line structure and never saw anything like it either. I saw that tutorial while browsing the internet and I didn't quite understand it either (same as OP); however, I'm guessing even that won't fix all the OPs issues but I could be wrong. Anyway, great find and great followup. Cheers!

Update: But it almost makes sense now per your demonstration.

Thank you for the offer; however, I think I'll pass and just trust in you that it will work if I ever need it. The reason I don't think it will fix all the OPs issues is because I believe there has been some heavy-duty registry cleaning at work here and the primary suspect is always CCleaner until stated otherwise. Now, if I am correct in my assumptions, I believe there will be far more damage than this can repair; however, since the OP has never specifically identified the use of any registry cleaners, I cannot be sure but I'd be willing to bet one of my last two cents to bargain that he did. Hmm... that might be risky either way because I would have to change my user name to either myonecent or mythreecents....

You might try comparing the registry entry for the control panel with another system

"{26EE0668-A00A-44D7-9371-BEB064C98683}" is the control panel CLSID.
