I accidentally deleted the Administrator account on one of my Win 8 installs, doing some testing for a client. The only way I found to get it back, after researching many sites, was to do a complete restore from a Macrium backup.

    program name:edit security
    publisher:microsoft windows
    then,to continue,type a password then click yes

In step 1 of the tutorial it says
    1. Open a command prompt at boot.

Did you do that before trying the Regedit command? That screen looks like what you might get from running a command prompt within Windows 8, not at boot.

Does <Windows Key>+ <PrintScreen> key combination work to get a screenshot? (It should put a .png file containing the screenshot in a folder within the Pictures folder within My Documents)

I had a go at this myself earlier - it looks like you need to boot from a Recovery drive or Installation disk (if Windows 8 was installed as an upgrade) to get to the command prompt with the right access.

The option to get to a command prompt at boot time from within Windows 8 itself needs an administrator-level password, which probably won't help you.

The other catch is that you need to have admin rights to create the Recovery drive, but you may be able to find someone else with a Windows 8 PC who can help create it (it needs to be the same no. of bits as your PC, so a Recovery drive created on a 32-bit machine won't work on a 64-bit machine).
