Unable to Create or Manage User Account in Window 8 64 bit

First of all i was unable to configure my advanced power options, i.e- create new power plan, choose what power button does or closing lid does? I restored the settings & restarted but couldn't solve it.
This is what i get while trying to fix this:-
Somehow, then i thought of creating another admin account and config the settings there, to see if it works out.
But, through Control Panel>User accounts i couldn't manage existing account and neither i am able to create new account.
Another thing i noticed is when i go to PC settings through windows 8 new feature - charm menu, i couldn't find the Users menu.
Now, these things are not normal at all. I have been googling hours for solution but no fix at all.
So, i just hope to create new thread and seek for solution.
    Thanks in advance smart people.

    Plz HELP !!!

Turns out , all the people having this problem had run AMDs driver uninstall program , this caused the error for them as it's for Win7 and hasn't been updated for Win8 yet....did you use that at all?

The only solution is a refresh / reinstall / backup restore of Win8...there is a german web site that has managed to come up with a way to repair Win8 without having to re-install everything again...it's in german but google translate came up with this 'Germenglish' version...

From what I can translate , he renames shell32.dll to shell32.dll.org then tells win8 to start an upgrade , it reads the win8 Media disk/USB that you installed from , restores whats missing/broken and then writes a new shell32.dll....restoring your system to how it was without having to reinstall everything.

Known that many roads lead to Rome, or a success.
Did you have any problems with his running Windows 8, it is possible:

    • The system via the command prompt (as administrator started) with the command sfc / scannow to let Duch check.
    • About the automatic repair function in the Advanced Settings .
    • Refresh or reset the Windows 8 installation. With the Refresh (reset) only the data, not the programs are adopted.

In order to keep its programs, settings and apps that I had been you, the trick with the self-created recoveryshown. Whoever does not have a recovery, backup or a created image, can make the running Windows 8 an inplace upgrade to repair Windows 8th I'll show you how to do that now:

IMPORTANT: If you have Windows 8 Pro with the Media Center, the entry must be the first in the Registry reset Professional . Afterwards, you can re-add the media center without problems.

To this end, I simply renamed the shell32.dll times in shell32.dll.org to see the test if it works. Because without shell32.dll start the computer only to the user selection. And there you go. Firstly, insert the DVD / plug in a USB stick. In the workplace and the installation media, open the folder Sources open. Only here the click and run setup.exe. , the serial number of the Professional must now be ready. Who has his key in the BIOS, this does not need. now press in the selection window UPGRADE. (See first picture) and follow the instructions. The setup is now gathering all information and copies the relevant data from the DVD / USB stick to the plate. , the computer restarts several times again. Can simply start and click on anything. After the final reboot it comes to the usual settings such as color, express or manual settings. But fear not, there are only these settings. It is not a new installation. 8 Now Windows starts as usual with all apps, all programs and settings. And watch as the image that was re-added shell32.dll. , the computer is now complete again be used. Compared with a refresh, but only where you have to reinstall all programs.

I beg to differ with your response because a solution was provided in the very first answer on the linked page and the actual cause of the issue was identified in the second answer on that same linked page (same as described by Wullail in his response). Moreover, since you did not define any predicators on a solution, that should have met you requirements for a fix!
