Assign IIS_IUSRS an Administrator Role

Hello

I am building a web application that involves the creation of a custom culture, this is because the web application is going to be localised.

I am having trouble saving the custom culture. I have asked on the ASP.net MVC forums and an MVP on there said that I had to give Administrative privileges to the IIS_IUSRS account.

Can someone kindly tell me how I can do this on Windows 8 Pro?

I would greatly appreciate any help.
