Can't run anything as administrator

I can't run anything as administrator. Everytime i do, it says. "The service did not respond to the start or control request in a timely fashion".
I also cannot connect to the internet. When i troubleshoot it, it says "Diagnostics service policy" is not on. the option to turn it on is marked with a blue and yellow shield. It doesn't respond when I click on it, as the option requires admin powers AND I AM THE ADMIN ON MY PC.
I run on windows 8, ACER. PLEASE HELP ME.

Try running sfc /scannow and automatic repair.
