Please Help : How to Enable My PC Setting:Personalise Sett

Hy!
I am using Windows 8 Pro With Media Centre and I am facing a Problem while changing LOCK SCREEN, START SCREEN and USER PICTURE
My all panel is disabled by default and cant be enabled. Please Help me....
