How to Enable or Disable Sticky Edges for Multi-Monitors in Windows 8.1

information   Information
Starting in Windows 8.1 Update, shared edges of multi-monitor setups have a sticky edge to help make the charms bar and scroll bars easier to use.

When you move the pointer slowly across to the other monitor, it will briefly stick at the shared edge between the monitors before crossing over.

If you move the pointer quickly across to the other monitor, the shared edge between the monitors will not be sticky giving you a smooth crossing.
