Check to see if you meet the requirements in the blue note box at the top of the tutorial.
Yes I do meet them. I have 64-bit CPU AMD, which provides SLAT support, 6GB RAM, 600GB HDD, and my laptop (HP Envy dv6) is on 8.1 win.

What else could be the issue?

    Jony,

As a test, type bcdedit in an elevated command prompt, and press Enter.

Check to see if hypervisorlaunchtype is set to auto under your Windows 8.1 like below.

If not, then type the command below, and press Enter. Restart the computer, and see if you are able to turn on Hyper-V in Windows Features now.

    bcdedit /set hypervisorlaunchtype auto

Just to verify, do you have Windows 8.1 Pro installed and not just Windows 8.1 (core)?

My OS is just Windows 8.1 (core). But it's OK. I've already installed VirtualBox.

    Thank you for your help!

Ah, that's why you don't have Hyper-V then.

I'm glad that VirtualBox will work for you.
