    Good news so far.

    See if you may be able to use OPTION THREE in the tutorial below as a workaround to set your lock screen background.

    You will need to activate your Windows with your product key.

    Not sure then since it's showing as activated, and still giving you that error message.

    You might see if doing a system restore using a restore point dated before things went south to start over to see if it'll let you change it afterwards.

    what does a system restore do exactly?
    will I lose documents, files, etc... I don't particularly want that

    Here's more details below about a system restore. You will not lose anything in your user folders, but any programs installed after the date of the restore point will be removed. I will always recommend to back up anything that you do not want to lose to be safe though.
