You would need to use step 3 in Option Three inside Registry Editor at that location instead of with the downloaded .reg file.

Take Ownership of a File, Folder, Drive, or Registry Key in Windows 8

Thanks anyway Brink. That's way out of my PC range. I'll just leave the libraries at the bottom.

Great news mate. I'm proud of you for sticking with it. Was is the owner or permissions or both settings?

At least you won't have to do that again with this key.

Brink - This works fine on my Win 8.1 laptop but in office 2010 and some other programs common dialogues, libraries are not present in the File Pane. Is there a way to introduce / re-introduce them to the common dialogues? I realize that in older office apps they just don't recognize the concept but office 2010 should. Wordpad can see them fine and they are above This PC where I have directed them. Any ideas?

By the way your efforts are appreciated!

Hello aflat, and welcome to Eight Forums.

It sounds like you may need to do OPTION ONE in the tutorial below while in the Office dialog to have Libraries show.
For the places bar in any old common file dialogs, you could use the method in the tutorial below to add Libraries.

    Hope this helps,
    Shawn
