Hello Abbi, and welcome to Eight Forums.

Sometimes it may seem like it has stopped, but may just be taking a long time to get past that stage. How long did you let it sit for?

Does it give you any error messages?

That's not a good sign. Was it an elevated command prompt?

How does the F: drive look in Disk Manager?

yes it was an elevated command prompt
now f drive looks open but when I opened it it asks to format it and drive e which was empty earlier now is only 61 mb free of 119 mb

drive f wasnt encrypted fully because when I tried to unlock it my computer used to hang and I had to restart my computer so for some time I left it paused

I'm afraid that you have lost everything on F: since BitLocker was interrupted by something (most likely hang or restart) in the middle of encrypting.

You'll most likely need to format F to start over with it.

If you were using E to recover F on to, then that could explain the used space on E.

You got lucky with D, but not so much with F.

Please go ahead and post a screenshot showing all of your Disk Management to see if anything may stand out.

Hello Massar, and welcome to Eight Forums.

Please post a screenshot of the command prompt when you try to run chkdsk. That error usually means that you entered the command incorrectly.
