Windows Store says "Your Connection is Too Slow"

I'm not sure when this started exactly, but when I go to install an App, I get a message that says "Your purchase couldn't be completed"
This app can't be purchased because your internet connection is slow. Please try a different connection.

Webpages and even games that require a faster connection speed than the Windows Store are working fine, as I'm able to play SW:TOR and listen to Youtube at the same time.

So.... I'm a little confused. Any help?

Yes, I've tried with no other devices (or other people) using internet.
Here is an image of my results on Speedtest.net:



My stating earlier was that I can play a game and listen to Youtube at the same time with no issues, but the Windows Store gives me that message that "Your connection is too slow."

Those two things in mind, you might see how I'm a little confused.

I've never had a problem with the Windows Store apps before. The app is Shazam (music identifier).

Edit:
After some troubleshooting, I can now access the Store's "My Apps" tab, and *see* the apps I have previously had on this system, but I can't install them. Attempting to install Shazam now renders the error of 0x80073cf9.
