windows failed to start

I just restarted my PC and got this error. The graphics are also messing up... I did plug a new external hard drive before it happened. I have windows 8.1 pro.

A 0x117 means the graphics drivers are unable to respond to the system but ultimately do recover, though we can see it as a 0x116 which is the same as a 0x117 except for the recovery part.

I would need you to provide specs of your system.

1. What CPU do you have?
2. What motherboard do you have?
3. What memory (make & model + how much memory & how many sticks) do you have?
4. What GPU do you have? In what slot is it seated?
5. What hard drives do you have?
6. What PSU do you have?
7. What cooling do you have?
