Windows apps refusing to download and install.

I recently acquired another copy of Windows 8 64bit because my previous copy I had been using since late December was constantly crashing. upon installing the new Windows copy, I tried to reinstall my favorite apps from the Windows store but the apps have refused to download and install. it is not a network problem(My internet connections have no problems). This is contrary to the my previous copy which did not experience the same. I cannot even install a 500KB app form the Store. is there a solution to such a problem? Any help will be highly appreciated.
