i have tried that, but still nothing. when i click shut down, nothing happens. Also i forgot to mention that when i press Ctrl+Alt+Del and from that screen i try to shutdown at the bottom right corner, all the buttons/icons on screen disappear and my mouse is still visible. Nothing happens tho after that.

For now, see if using the force shut down and restart options in the tutorial below may work you.

Did you close all windows before trying to shut down or restart?

If so, then you might troubleshoot by temporarily disabling all startup programs, restart the computer, and see if you still have any issues. If not, then enable a startup program, test shut down/restart again, and repeat to see if one may be the culprit.
