Windows 8.1 will not allow me to delete or resize a partition?

Brand new to 8.1 and I'm stymied with this situation.
The 8TB Drive I have the O/S installed on has a 100MB Partition, a 7451.37GB Partition and a 451MB Partition, in that sequence.
I understand that I need the first two.
I'd like to merge the third into the second however, Windows will not let me.
When I click on the third Partition, a screen comes up saying Help!
Yes, that's what I need.
Any suggestions as to why Windows will not let me eliminate Partition three?

When Windows installs, it will create partitions for its own use. Leave them alone, they're not yours.
Then, the last I checked, there is nothing in Windows that will let you resize a partition on your HD.
To do anything like that, you will need a Partition Manager of some brand or another.
My own favorite Partition Manager is "EaseUS Partition Master". However, like so many other programs, you have to buy the program to get all its functions.

Be careful that you don't totally corrupt your C: partition and disable Windows.

I've noticed, that when I install Windows 8.1 on a blank HD, the installer will notify me that it's going to make several partitions (for it's own use). People a lot smarter than me, wrote that installer, so I just let it to its thing. I've found, that's the best thing I could do. Eh?
